DOLE Issues Wage Guidelines for 2025 Holidays and Special Days

MANILA, Philippines — The Department of Labor and Employment (DOLE) has issued guidelines reminding employers of the proper computation of wages for employees during regular holidays, special non-working days, and special working days in 2025.

The rules, detailed in Labor Advisory No. 16, series of 2024, were signed by Labor Secretary Bienvenido Laguasma and are based on Proclamation No. 727, Series of 2024, which outlines the holidays and special days for the year ahead.

Wage Rules for Regular Holidays

  • If the employee does not work:
    Employees are entitled to 100% of their daily wage, provided they reported to work or were on paid leave on the last working day before the holiday.
  • If the employee works on a regular holiday:
    • Employees receive 200% of their basic wage for the hours worked (basic wage x 200%).
    • Overtime work is paid an additional 30% of the hourly rate (hourly rate x 200% x 130%).
    • If the holiday coincides with a rest day, the worker gets an extra 30% on top of the 200% wage (basic wage x 200% x 130%).
    • Overtime on such a day adds another 30% (hourly rate x 200% x 130% x 130%).

Wage Rules for Special Non-Working Days

  • If the employee does not work:
    The “no work, no pay” policy applies unless company policy, practice, or a collective bargaining agreement (CBA) provides compensation.
  • If the employee works:
    • The employer must pay an additional 30% of the basic wage for the first eight hours (basic wage x 130%).
    • Overtime earns an additional 30% of the hourly rate (hourly rate x 130% x 130%).
    • If the day falls on a rest day, the rate increases to 150% for the first eight hours (basic wage x 150%).
    • Overtime in such cases earns another 30% (hourly rate x 150% x 130%).

Wage Rules for Special Working Days

Special working days are treated as ordinary working days for wage computation.

  • If the employee does not work:
    No compensation is required unless provided by company policy or agreements.
  • If the employee works:
    • The first eight hours are paid at the basic wage rate (basic wage x 100%).
    • Overtime work earns an additional 25% (hourly rate x 125%).
